PCB material shortage spreads to standard FR-4 as structural shift deepens

The PCB industry's material shortage is no longer confined to advanced laminates. According to a market update from Norwegian PCB supplier Confidee, the shortage has now spread to standard FR-4 and thicker copper-clad laminates – and conditions are not expected to ease through 2026 or into 2027.

"What began as isolated shortages affecting advanced, high-frequency laminates has evolved into a broader structural shift impacting the availability of standard FR-4, thicker copper-clad laminates, and conventional PCB materials," writes Raymond Goh, COO at Confidee, in the company’s latest market update.

The message is clear: this is not a temporary disruption but the result of deep shifts occurring simultaneously across the electronics ecosystem.

At the core of the problem are the three fundamental building blocks of copper-clad laminate – glass cloth, resin and copper foil – all of which are under structural pressure. Modern AI accelerator platforms commonly require PCBs exceeding 40 to 50 layers, incorporating ultra-low-loss laminates, specialised glass fabrics and advanced copper foil technologies – considerably more material-intensive than traditional industrial or consumer electronics. At the same time, electric vehicles, renewable energy infrastructure and next-generation networking equipment are competing for many of the same raw materials.

The result is that laminate manufacturers are increasingly allocating limited production capacity toward higher-value advanced materials, reducing output of conventional FR-4 and thicker laminates.

Lead times and pricing still under pressure

Confidee's update points to material lead times as one of the most immediate practical concerns for buyers. Glass cloth – particularly the specialised fabric styles required for high-frequency applications – has seen some of the most acute pressure. Producers are expanding output of advanced fabric styles to meet AI and high-speed networking demand, but this conversion of capacity comes at the direct expense of conventional styles. Resin systems face a parallel dynamic. Copper foil producers are prioritising ultra-low-profile grades to serve AI-driven demand, creating shortages across both premium and standard grades.

The combined effect is a market where pricing is increasingly volatile and quotation validity periods are shortening. Some laminate suppliers are now confirming prices only upon delivery, forcing PCB manufacturers to either accept the increase or lose their allocation – knowing there is a queue of other buyers willing to pay whatever it takes to secure supply.

Goh's outlook for the remainder of 2026 and into 2027 is direct: these conditions are structural, not cyclical, and organisations that treat the current situation as a temporary cycle risk being caught short.

Broaden the scope

Confidee's guidance to procurement teams is practical. Approve equivalent laminates where technically acceptable, define required performance attributes rather than specifying exact materials, qualify alternative laminate systems and multiple manufacturing sites, release orders earlier and share realistic forecasts with PCB partners. Shorter quotation validity periods and material-dependent pricing should be expected going forward.

"There are no quick fixes. Offers promising significantly shorter lead times than the market should be evaluated carefully," Goh writes. "Define the attributes you need, not the exact material. Many laminate systems can deliver the same required performance. Qualifying alternative materials and manufacturing sites provides greater flexibility when shortages occur."

For European manufacturers in particular, Goh flags a broader vulnerability: as investment in defence and advanced electronics accelerates, Europe remains highly dependent on a limited global material supply chain. Building resilience, he argues, requires greater flexibility in both material specifications and sourcing strategies – not just for today's shortage, but for the structural conditions that are likely to define the market well into the next decade.
