Bull and Foxconn partner on AI infrastructure manufacturing in Europe

French computing company Bull and Foxconn have announced a strategic partnership to manufacture AI and cloud infrastructure in Europe. The collaboration combines Bull's expertise in AI system design and marketing with Foxconn's production capacity. The initial investment is expected to exceed 120 million euros. Under the partnership, systems will first be manufactured and tested at Foxconn's plant in Pardubice, Czech Republic. Final assembly, integration, and system validation will then take place at Bull's facility in Angers, France. The systems are designed for AI training and inference, integrating GPUs and other accelerators, high-performance memory, storage, and interconnect technologies. According to the companies, both standalone systems and rack-based complete solutions will be offered. Target markets include European AI factory initiatives, neo-cloud providers, enterprises, research institutions, and traditional cloud service providers. Bull describes the project as an important step toward sovereign AI infrastructure in Europe, as the continent's dependence on non-European markets for key AI components remains high. The companies cite ING data showing Europe currently holds only about eight percent of global semiconductor manufacturing capacity. According to a McKinsey analysis, Europe's share in key AI infrastructure areas is even below five percent.
